Honest answer: there's no silver bullet, and anyone selling one is just selling. But if we're forced to rank, it depends on which problem you're solving:
For stopping theft: a hardened chain locking the frame to an immovable anchor. It defeats the most common attack — lifting the bike into a van — and forces thieves into slow, loud, conspicuous work. Nothing else changes the physics of stealing your bike as much.
For surviving a theft: a hidden GPS tracker. Every preventive layer can be beaten by a crew with enough time and tools; a tracker is the only upgrade that keeps working after they've won, giving you and the police a live location instead of a cold case.
The trap is treating this as either/or. The chain makes theft unlikely; the tracker makes a successful theft recoverable. Together they cover both futures for a few hundred dollars total — especially with a no-subscription tracker, where you pay once and it just runs.
If your bike sleeps on the street and you can genuinely buy only one thing this month: buy the chain, and make the tracker next month's purchase.
